Scared to stand up for what he earned?

I noticed recently when visiting Rebersburg that an old classmate of mine is listed as a Vietnam Era Veteran on their township Veterans Monument. He is a recent addition, because he just got his 10 years of residency. He has a Vietnam Veteran Disabled license plate on his truck. He proudly wears a Vietnam Veteran hat and shirts almost every where he goes. He must be a Vietnam veteran if he has the license plate and must be getting a disability rating from the VA since he does have the PA license plate? I ask, why didn’t he demand that he be listed correctly as being a Vietnam Veteran since he surely identifies as one for everything else in his life since the war was over? He doesn’t identify as a Vietnam Era Veteran, why wouldn’t he be fighting to get this corrected? It just doesn’t make any sense why they have the monument and fail to honor their Vietnam veterans correctly.
