Commissioners to consider consultant for comprehensive plan update

LOCK HAVEN — The Clinton County Board of Commissioners will consider awarding a contract to a Pittsburgh-based firm to update its Comprehensive Plan.

Planner/Engineer Steve Gibson told the board during its work session on Monday, after soliciting for quotes from eight professional planning consultants in December, three proposals were put together. A committee selected Mackin Engineers and Consultants to update its comprehensive plan and its Open Space and Greenways Plan.

The cost for Mackin’s services is $149,730.

The cost, Gibson said, will be mostly paid for through a MAPP grant from the Department of Economic Development (DCED) and a C2P2 Planning grant from the Department of Conservation and Natural Resources.

Gibson said the comprehensive plan, which needs to be updated every 10 years, was last completed in 2014.

“We have a lot of changes to make associated with a post COVID and a much slowed down Marcellus Shale PA,” Gibson told The Express.

The comprehensive plan update, similar to the one completed by the City of Lock Haven in 2021, will involve participation from local stakeholders and community members.

“Each county plan has a detailed public participation requirement, where we’ll have folks from the county in all types of backgrounds, key person interviews, public meetings and breakout groups,” Gibson said.

The Open Space and Greenways Plan, which was last completed 15 years ago, focuses on the county’s recreation facilities, parks, trails, water trails and plans a path for future development, he said.

Commissioner Angela Harding asked what the timeline would be for the development of both plans if the board approves the contract on Thursday during its voting session.

“They’re probably going to start work in September,” Gibson said. “We should have awarded this project in April (but) we got a little jammed up with consultant selection with DCNR because of their stringent requirements.”

The board will consider the contract during its voting session on Thursday, Aug. 7. The meeting will be held at 10 a.m. in the second floor meeting room of the Piper Building, 2 Piper Way, Lock Haven, and streamed live on the Clinton County Government Facebook page.
