Commissioners hear from new library director; Encourage public participation in comprehensive plan update

LOCK HAVEN — The Clinton County Board of Commissioners welcomed Clinton County Libraries Executive Director Saverio Provenzano to its voting session this week.

Provenzano was introduced by Commissioner Angela Harding, who represents the county on the library’s board of directors.

“I invited the new executive director to our meeting this morning to give the public the opportunity to meet him and hear a little bit about his story,” Harding said.

Provenzano said he was nearly through his second month in the role, and since moving to Clinton County from El Paso, Texas in early January.

“I’m learning the breadth of the county,” he said. “I’ve been up to Renovo a few times and out to Beech Creek as well.”

Provenzano said he recently returned from a trip to El Paso as he continues to finish up a few items at his previous role as the branch manager of the Texas library.

He noted he was able to bring that library, which was a staple in El Paso beginning in the 1970s, back to life during his five years with the system.

“It had been closed for five years so it was quite an accomplishment to reopen it,” he explained.

With his sights set on Clinton County, Provenzano offered a glimpse into what he hopes to accomplish here.

He explained he began his career in libraries with youth services, a passion of his.

“Everyone brings their young ones into the library and then adults traditionally use if for job searching and community engagement,” he said, noting the teen and tween demographic can often not be offered their own activities.

“We do have a drop off in the teen and tween population. So I’d like to get that up and running and make sure all the libraries across the county are thriving and being successful,” he said.

Following Provenzano’s remarks, Harding thanked him for attending the meeting Thursday.

COMPREHENSIVE PLAN

During remarks from the commissioners near the tail end of Thursday’s meeting, Harding encouraged residents to participate in the county’s Comprehensive Plan and Greenways Plan as it looks for public input for both.

“This is a long overdue plan, but it will set the course for the next 10 to 12 years,” Harding said. “So I encourage anyone, if you see the fliers with the QR codes, to offer your input.”

She further noted there are physical copies at pick-up and drop-off locations in the following buildings:

— Clinton County Planning, 2 Piper Way, Suite 244, Lock Haven.

— Lock Haven City Hall, 20 E. Church St., Lock Haven.

— STEP, Inc., 124 E. Walnut St., Lock Haven.

— Friendship Community Library, 127 Main St., Beech Creek.

“I would like to encourage everyone to participate. You will see a lot about the plans in the coming months.,” Harding concluded.

KAYAK/FISH PASSAGE

Commissioner Jeff Snyder offered a brief update regarding plans to install a kayak/fish passage near the West Branch of the Susquehanna River’s Tidlow Dam between Lock Haven and Woodward Township.

“The county has been pursuing a grant to do a feasibility study to see if it might be possible,” he said, noting the passage would be located near the Woodward Township Boat Launch.

Snyder said he was happy to report the county received notification it could be receiving grant funds to complete the study.

“That’s exciting news,” he said.

Harding offered kudos to the planning department for its work in securing this and many other grants for projects throughout the county.

“Our planning department is burning the candle at both ends to give us these opportunities,” she said.
