Woodward supervisors hear park concerns

LOCKPORT — Woodward Township supervisors addressed park and road maintenance concerns, approved several bid offers for projects and appointed new zoning officers during their April meeting. Supervisors also noted that no date has been set for the postponed Zoning Hearing Board meeting on Project Transition.

Recreation and Parks Updates

Supervisors have shared that planning is underway for the township’s annual Riverfest, now approximately three months away as they continue to work with vendors and begin regular recreation committee meetings.

Supervisors also reported damage done to the pickleball court will be repaired and plans will be set, once temperatures allow for proper work conditions.

During public comment, several residents raised concerns about park conditions, including:

— Large divots beneath swings and play equipment.

— Exposed landscape fabric in rubber mulch areas.

— The need for additional sand near playground equipment and volleyball courts.

— Poison ivy growth on a tree near the playground.

Township Supervisor Kyle Coleman suggested to maintenance crews these concerns may need to be added to weekly park checks.

Supervisors also reviewed three quotes to repair the roof on the restroom building at Riverview Park, where leaks have developed.

The contract was awarded to Gale O. Boyer Roofing, which submitted the lowest quote of $2,550. Work will include new shingles and replacement of damaged plywood as needed.

Project Transition Timeline Still Undetermined

During discussion of development related matters, supervisors stated that no date has yet been set for the Zoning Hearing Board regarding Project Transition.

According to officials the matter remains under consideration and will move forward once scheduling details are finalized.

Road Work

Supervisors completed their annual road tour, identifying several drainage and infrastructure issues requiring attention.

Much of the focus centered on:

— Replacement of four catch basins.

— Installation of approximately 400-500 feet of storm pipe.

— Drainage improvements in the Dunnstown area, particularly near Cardinal and Linn roads

Road crews additionally have begun ditching, berming and stone placement along outlying roads and recently completed cleanup work along Croak Hollow Road.

Supervisors also discussed the possibility of paving Cardinal Drive, either this year or next, and emphasized the need to notify utility companies in advance to prevent future road cuts after paving with a possible ordinance.

Several updates for ongoing infrastructure and development matters were shared by supervisors and Solicitor Thom Rosamilia, including:

— Linn Ridge Drive: Discussions continue regarding potential township takeover of the road, with required improvements including installation of drainage pipes and evaluation of turnaround space.

— Schoolhouse Road: The township will begin identifying landowners along the road in preparation for a possible road abandonment process, which will require public notice and a hearing.

Contracts Awarded

for Materials

Supervisors opened bids for salt, stone and fiber matting materials needed for road maintenance.

Approved bids included:

— Road Salt: American Rock Salt at $107.75 per ton

— Aggregate Materials: Heidelberg Materials as the lowest bidder

— Fiber Matting: Midland Asphalt as the lowest bidder

Officials noted the fiber matting contract allows flexibility to select specific roads later in the year.

Zoning Officers Appointed

The board appointed Alexi Woodward and Eric Jacobs as new township zoning officers following the departure of a previous officer.

Supervisors thanked both individuals for volunteering to serve and acknowledged the role can be challenging but important to township operations.

A vacancy remains on the Zoning Hearing Board, and one resident expressed interest in filling the position. Following discussion between the supervisors and resident, the matter may be revisited at a future meeting.
