Jersey Shore woman arrested for inappropriate relationship with minor

JERSEY SHORE — A 29-year-old Jersey Shore woman faces felony charges after being accused of having an inappropriate relationship with a 13-year-old.

According to an arrest affidavit filed by Officer Justin Segura of the Lycoming Regional Police Department, the department received a report regarding the relationship between the minor and Amber Lee Koch, 29, of Long Lane, Nippenose Township, on Sept. 3, 2025.

The child’s mother told police Koch had been “sending inappropriate messages to her daughter, sleeping in the same bed as her 13-year-old daughter and made comments such as ‘If (minor) wasn’t 13 years old she would be my type,'” the affidavit said.

Officers conducted a forensic interview with the minor on Sept. 16, 2025, where she told police, “she and Amber Koch had been talking since March or April of 2025, when she was introduced to Koch by another juvenile friend, who is also 13 years old.”

The minor told police the relationship progressed until she and Koch were communicating “on a daily basis through text messages, Facetime, as well as Snapchat,” the affidavit said.

The minor said she and Koch would talk to each other until 1 or 2 a.m. and fall asleep together on the phone, the affidavit said.

“(The minor) stated during the interview that Koch had also Facetimed her and showed hickeys on her breast that her boyfriend had given her,” the affidavit said.

After the interview, on Sept. 16, 2025, a forensic extraction of the minor’s phone conducted by the Department of Homeland Security discovered over “2,000 pages of messages between (the minor) and Koch,” the affidavit said.

Officers also discovered that on June 28, 2025, Koch sent a Life360 invite to the minor which gave access to one another’s GPS location information.

In July, the forensic report showed on the 13th, Koch sent the minor “12 photos of herself posing in different ways in a swimsuit.”

“Another photo was discovered which Koch sent to (the minor) of her only in a towel saying she was going to be getting a shower,” the affidavit said.

On Aug. 12, 2025, Koch sent the minor a photo of herself in a low cut shirt with the message, “Good morning my love, I hope you slept well. I miss you more and more every second, I hate not seeing your beautiful face. I hope you’re having so much fun.”

Later, on Aug. 14, 2025, the report found Koch sent the minor an image of herself posing in a mirror wearing the minor’s sweatshirt.

“I also found multiple messages in which they discussed (the minor) staying the night at Koch’s home, and both expressing their love for one another,” Segura’s report said.

In another text thread, the affidavit notes Koch had a conversation with another female where “they discussed what type of females Koch was attracted to.”

Koch’s responses stated, “Well I shouldn’t say this but (the minor) is a very beautiful little girl, too. And no, I don’t look at her that way, if she was older yes,” the report said.

During another interview with the minor, she told officers she slept in the same bed as Koch “on more than one occasion” and she described that she “would lay her head on Koch’s arm/chest area and Koch would wrap her arm around her and they would fall asleep like this.”

During the investigation, the victim’s mother discovered a pink vape in the minor’s bedroom. It was later learned that the minor received it from Koch, the report stated.

“Based on the messages and interview with (the minor), it is apparent that the 13-year-old (minor) had become emotionally and physically attached to Koch from the relationship they were building,” Segura’s report stated.

Koch is charged with corruption of minors-defendant age 18 or above and unlawful contact with minor-sexual offense, both third degree felonies; and indecent assault of a person less than 16 years of age, a second degree misdemeanor.

Bail was set at $50,000 unsecured by Lycoming County District Judge Denise Dieter, which Koch was able to post three days after the arrest, according to court documents.

A preliminary hearing was initially set for Jan. 21 but has since been moved to Feb. 25 in front of Judge Dieter.
