Fugitive capture LOCK HAVEN — Larry E. Halterman, 59, of Lock Haven, was jailed after being apprehended on two 10-year-old outstanding criminal warrants out of Centre County, after a traffic violation stop, according to the Woodward Township Police Department. On Dec. 7, shortly before 2 p.m., Halterman was allegedly found to be driving an unregistered, uninsured vehicle and found to have a revoked and suspended license since 1998, police said.
