Council OKs public street display resolution

LOCK HAVEN — Lock Haven City Council approved a resolution in a 5-2 vote which it failed to adopt in previous discussions.

The resolution — which governs the placement of decorations, decals, logos, images and phrases on city streets — was first brought to council earlier in the year when concerns were raised about flag requests from members of the public.

At the time, the resolution was not adopted. However, it was brought back to the table by Council Member Heather Alexander when council considered the placement of a new display on Grove and Vesper streets for July.

The display, which was unanimously approved, features the phrase “Happy Birthday America” in red, white and blue. Previously, council approved the placement of pride flags on the same streets in June.

On Monday night, the resolution was brought to council once again — and was considered before another use request by a city resident which was to have “We Support Israel.”

The resolution passed in a 5-2 vote with Council members Rick Conklin and Barbara Masorti voting no.

The resolution, which was drafted by City Solicitor Justin Houser, immediately barred public requests for decorations, decals, logos, images and phrases on public streets in the city.

“The city may, upon further resolution, elect, as an expression of its own speech, to place decorations, decals, logos, images, words and phrases on city streets,” the resolution reads.

The resolution further noted the two requests previously approved would remain in place.

With the passage of the resolution, the request on Monday’s agenda was not considered by council.

In other business council:

— Received an update regarding the ongoing discussions between the city and property owners that utilize the William T. Piper Memorial Airport. Wilson told council both Through the Fence Agreements for private entities and commercial entities were updated with reduced costs per month on both ends. He said the solicitor was sending the new agreements to property owners for their consideration. In the meantime, he noted the temporary fence that was installed in April was taken down.

— Approved a use request of Zindel Park for a wedding on June 7.

— Approved an ordinance which would provide a widening for a portion of James Alley. The alley, located next to Weis Markets’ incoming Gas N Go, was widened to assist with traffic flow in the area.

— Approved a Professional Service Agreement with SEDA-COG for CDBG training of its Planner I.

All members of council were present for Monday’s meeting.
