County governments, municipalities prepare for winter storm ahead

A significant winter storm is expected to bring snow and frigid temperatures to all of Pennsylvania this weekend, with travel across the state likely to be difficult or impossible. Snowfall is forecast to begin overnight Saturday, Jan. 24, with rates of one to two inches per hour possible, and dangerous wind chills are expected before, during and after the storm.

By Friday afternoon, officials in Clinton and Centre counties, along with several local municipalities, had issued closures, parking restrictions and other guidance for residents.

CLINTON COUNTY

Clinton County courts and offices will be closed Monday, Jan. 26. All non-emergency county offices will be closed to the public, while emergency and 24-hour services will remain operational.

“Residents are encouraged to prioritize safety and avoid unnecessary travel,” Clinton County said in a Facebook post Friday.

Any updates will be shared through official county communication channels.

CITY OF LOCK HAVEN

On-street parking will be prohibited in certain parts of downtown Lock Haven from Sunday, Jan. 25, at 12 a.m. through Monday, Jan. 26, at 1 p.m.

Affected areas include:

— E. Main Street from First St. to Henderson

— E. Church from Bellefonte Ave. to N. Jay St.

— E. Water St. from N. Vesper to N. Jay St.

— N. Grove from E. Church to E. Water St.

— N. Vesper from E. Church to E. Water St.

— Bellefonte Ave.

By order of the chief of police, free parking will be provided at all city-owned, off-street metered parking lots downtown during the parking prohibition to accommodate those needing to park downtown.

Following the snow emergency, the city will continue snow removal in downtown areas. Parking will remain restricted in those locations and will be marked with bagged parking meters.

Due to the anticipated inclement weather, City Hall will be closed Monday, Jan. 26.

MILL HALL BOROUGH

By order of the mayor, no parking will be permitted on any Mill Hall Borough streets or along designated snow routes to facilitate snow maintenance by borough employees from 7 p.m. Saturday, Jan. 24, until 2:30 p.m. Monday, Jan. 26.

CASTANEA TOWNSHIP

No parking is permitted on Castanea Township streets from Saturday, Jan. 24, at 4 p.m. through Monday, Jan. 26, at 4 p.m.

KEYSTONE CENTRAL

SCHOOL DISTRICT

Keystone Central School District will operate on a Flexible Learning Day on Monday, Jan. 26.

CENTRE COUNTY

Centre County government and all court offices will be closed Monday, Jan. 26.

Courts will have a delayed opening of noon on Tuesday, Jan. 27. Any scheduled court proceedings affected by the closure or delay will be rescheduled.

UNIONVILLE BOROUGH

Residents are asked to move their vehicles as far off the road as possible to facilitate plowing throughout the weekend.

“Your cooperation saves valuable time and money in snow plowing,” the borough said on its website.

JERSEY SHORE

To help crews safely clear streets, residents are asked to follow odd/even parking requirements during the snow emergency, which has been declared from 6 p.m. Saturday, Jan. 24, through 4 p.m. Monday, Jan. 26.

— On Sunday, Jan. 25, residents are instructed to park on odd-numbered streets.

— By 9 a.m. Monday, Jan. 26, vehicles should be moved to the even-numbered side of the street.

Parking is scheduled to return to normal at 8 a.m. Tuesday, Jan. 27.

Residents may disregard “No Parking This Side of Street” signs; however, no parking is permitted along the entire length of Allegheny Street to allow PennDOT crews space for safe and effective roadway maintenance.

Residents with off-street parking are strongly encouraged to use it to help keep streets clear.
