The National Weather Service in State College has upgraded the prior Winter Storm Watch for the region for Monday night through Tuesday afternoon to a Winter Storm Warning, in accordance with increased likelihood of significant snowfall totals, reaching 6-9 inches. NWS is expecting snow to begin Monday evening around 6 p.m., possibly as rain, and continue through around 1 p.m. on Tuesday. HARRISBURG — In his annual budget address Tuesday, Gov. Josh Shapiro unveiled a $48.3 billion spending plan that proposes to significantly increase funding for public education and legalize recreational marijuana. The Democrat’s plan draws on the state’s $14 billion in cash reserves, and would use about $2 billion to offset new K-12 and higher education spending. State System, faculty union agree ‘in principle’ on new contract

The Pennsylvania's State System of Higher Education (PASSHE) and the Association of Pennsylvania State College and University Faculties (APSCUF) announced they have reached an agreement in principle for a new faculty contract. The contract would cover all faculty at state-run schools, including Commonwealth University Lock Haven. Legal counsel for APSCUF and PASSHE are finalizing language, the two sides said in a brief prepared statement. The National Weather Service has issued a winter weather advisory for Central Pennsylvania, effective until 10 p.m. Friday.
